Better Gattaran

Independent, volunteer-led civic portal (not an official LGU website)

Civic Tech Completed: September 2026

An independent, volunteer-led civic information portal for Gattaran, Cagayan. I founded it from the open-source BetterLocalGov starter kit and lead its development, with every public fact tied to a recorded source.

The Challenge

Residents need dependable civic information about Gattaran, but local details such as officials, contacts, fees, and procedures are scattered or hard to confirm. The portal had to be useful from day one without publishing guesses, and stay clearly separate from the official municipal government.

The Solution

I adapted the BetterLocalGov starter kit into Better Gattaran and lead its development. A content trust layer separates publication from verification, so only sourced or verified records appear and each fact carries its source details. The homepage shows emergency hotlines and live local weather from a public weather API I built on PAGASA station data, with an Open-Meteo fallback and a permanent link to official PAGASA advisories. I also added pre-rendered pages with per-page SEO and a sitemap, national service guides, a table of national-agency projects located in Gattaran, Ilocano and Ibanag translation scaffolding held back until human review, and content checks in CI with weekly source-link checks and monthly reverification. The starter kit itself is the work of the BetterGov contributors.
